The Policy Architecture of Net Zero

National net zero strategies require a comprehensive policy framework that coordinates action across government ministries, engages the private sector, and mobilizes public support. The foundation of global climate policy is the Paris Agreement, which established the framework for nationally determined contributions (NDCs).
